The robot in this clip is known as Wheelie (or Wheels), a Decepticon member sent to spy on Sam Witwicky. (source: http://en.wikipedia.org/wiki/Wheelie_(Transformers) and (http://en.wikipedia.org/wiki/Transformers:_Revenge_of_the_Fallen). Wheelie initially serves the Decepticons, but because he is frightened of them he joins the Autobots. He also becomes a bit of a pet to Mikaela.
